Minutes of Parish meeting held 24th May 2022 in the village hall of Aby
Attendees: T Wood (Chairman), D Stovin (Vice Chairman), P Parker, G Parker, M Wood, M Steed,

No members of the public attended.
Public Meeting
Correspondence received from Aby Fly Fishers suggesting that the parish council
make a request to erect signage to highlight soft verges or to give way to on coming traffic
signs.
An email to be drafted and sent to highways regarding this matter - Action T Wood

19. Chair welcome and open meeting

21. Approve previous minutes (03/03/22).
Minutes approved.
22. Matters arising from previous minutes:
9a. Organise re-opening of bank account/mandates for new signatures. - Completed
9e. Locate deeds and lease for the Village Hall. - Action D Stovin
Obtained contact though LALC. Enquiries made to solicitor who specialises in
deeds for communities. Costing to be sort.
10. Financial Matters - Following Annual Governance and Accountability Return 2020/21
documents – Approved documents scanned and sent to Governance office. – Completed
12. Approve Policies. - All policies were approved.
16. Bus stop update.
Seeking a written report from Senior Transport Offer Samantha Flacks who has declined
our request to move the bus stop verbally.
18. Community Awareness.
Notices to be placed around the village and on Facebook to ask the community to inform
Parish Council of any fireworks happening - Action T Wood
19. Old Parish Council Documents.
Obtained LALC Retention Document policy. To sort through the boxes of old documents to
see what can be shredded as per retention document policy.

23. Financial Matters.
a. Approved/signed Annual Governance and Accountability Return 2021/22 documents.
AGAR Certificate of Exemption, AGAR Annual Governance Statement,AGAR Accounting
Statements & Notice of Public Rights & Publication of AGAR
b. Discuss payment for grass cutting.
Discussed and agreed £100 contribution to be made to J Milligan
c. Payment of contribution to be approved - N. Jebbett £30 (internal audit fee)

24. Parish Council website.
Parish Council website now up and running however some elements are still under
development.
25. Planning applications.
Update on Quarry - Two applications were made and have since been rejected by the
District Council
Belleau Bridge Trout Farm - Parish Councillors accepted the application
26. Guest invites for future PC meetings.
It was discussed that Cllr. A Grist and Cllr. C Mathews be invited to our next meeting.
27. Neighbourhood watch.
It was discussed that we could make enquires to whether ‘Neighbourhood Watch’ is
something that still happens. - Action T Wood
28. Defibrillator Training.
Enquires made to see if a training course can be completed at the village hall for any
residents in the village. Waiting on confirmation.
29. Relationship between Village Hall and Parish Council.
Discussed as part of matters arising 9e.
30. Trustees.
Discussed as part of matters arising 9e.
31. Queens Platinum Jubilee.
Funding was made available to all Parish Councils in the East Lindsey district for the Queens
Platinum Jubilee or Community enhancements. We managed to secure a grant of £1000.
Discussion held for allocation of monies. The decision was agreed to buy a re-cycled plastic
bench (sustainable material) and plaque commemorating the Platinum Jubilee, for placement
in the village green. The balance of the monies to go to the village hall project to replace the
doors and windows.
