Public Meeting
Cherry tree in village green has now been cut down as requested. Item now closed.
Parish Council Meeting
48. Chair welcomed and open the meeting.
49. Apologies - Valid reason for absence was received from RFO J Wilkinson. Reason was
accepted by chair.
G. Parker submitted his resignation. This was accepted by the chair.
50. Approve previous minutes 21/09/22 & 25/10/22.
Confirmed as correct and signed by the chair.
51. Matters arising from previous minutes
9e. Locate deeds and lease for the village hall.
Lease put on hold with the solicitor awaiting village hall to change charity status.
16. Bus stop
‘Slow’ markings have now been painted on road as requested.
Awaiting for the two Bus Stop signs to be erected.
Councillors are happy for this item to be closed.
The clerk will set up diary entry for May 2023 to check signs have been put up.
27. Neighbourhood watch
Aby is on the register as being a neighbourhood watch area. Ongoing investigations
on how it operates. TW
28. Defibrillator
Training took place on 19th November by LIVES.
Next service on the defibrillator is due in Oct 2023.
Process for getting the defibrillator to residents in need, for Aby village - This needs to
be arranged.
31. Queens Platinum Jubilee Funding
Councillors agreed for the £608.66 to be paid to the Village Hall with immediate effect.
44. Precept 2023/24
Discussed and agreed LALC training would not be required. The cost of the Lease
would need to be added (£950 + VAT). The insurance cost to be added in January 2023
as we may have a more accurate figure at this time.
46. Public footpaths/broken stile
Broken stile has been remove as it was no longer required.

52. Financial Matters
Willsons valuation bill £100 (already paid 18.10.22)
V.A.T. claimed for the period ended 30.9.22 – £109.51 received 17.10.22
Bank balance at 31.10.22 = £2381.11
53. Speeding within the village
It was pointed out that two residents had concerns about speeding at the bottom
of School Lane and the junction where School Lane meets New Street, also the top of New
Street. Discussions held around what could be done. It was decided that speeding within
the village to be added as a topic in future news letter/door drop.
54. Bonfires
This was discussed as a resident had received a complaint from East Lindsey, which has
since been retracted. We discussed this could be added to the communication leaflet for the
village.
55. Correspondence
a. Claythorpe Watermill, Tourist Signs - Agreed to support. Letter to be raised.
b. Clothing bank - Agreed to trial an indoor clothes bank.
c. Parish tender - Agreed to file for now for future consideration.
56. Emails
The clerk asked councillors if they were happy to share email addresses amongst
themselves. All agreed.
