Public Meeting

New Street - Chair has contacted Peoples Choices regarding rules & regulations of

where waste bins need to be kept. This matter seems to be resolved now.

Litter picking kits are available to be used as required. 

Aby Graveyard - This was discussed once again. Chair investigated via LALC to

see what our responsibilities are.  The Parish Council has no responsibilities for the

graveyard until it becomes a closed graveyard. Therefore no contribution towards

grass cutting for Aby graveyard will be made at this present time.

106.      Chair welcomed and opened the meeting

107.        Apologies - Cllr. M Wood sent his apologies.

108.        Approved previous minutes 8/5/24 & 14/6/24.

109.      Matters arising from previous minutes

    90.  Village Green - Action for Cllrs M Steed to review post. Action c/f.

    94.   VH Update/next steps - Received two quotes (Lowes & Absolute Electrical)

            Awaiting quote from Winters. Have approached Coles for an additional one.

    103. Eastern Green Link 3 & 4 consultation - 3 councillors attend the consultation

            meeting in Alford. This will continue to be monitored.   

    104. Grassroots email requesting more info. Responded with relevant information.

110.    Financial Matters

    Accounts from end September 2024 - reviewed

    Chair sign off accounts for Q2 2924

    Interest rates for Barclays Bank has reduced.

    Approved payment from Village Hall for Parish Council meeting of £120

    Approved payment for Dog Fouling sign of £5.49

    Precept 2024/25 - Discussed and to be finalised at next meeting.

    Originally the Village Hall committee agreed to transfer, as a loan £3,166.80 for

    the surveys for major structural improvements to the hall. The money was

    donated by residents for improvements to the hall.    

    The Village Hall Committee has now agreed that this is no longer a loan, as

    the Village Hall and Parish Council are working together to obtain a grant

    for major structural improvements to the hall.

    VAT claimed for surveys have been received back of £527.80 

    from the village hall. This along with £817 from 2023/24 precept will

    be ring fenced for improvements.    

111.    Policies sign off  -  Cllrs all agreed, no changes required at this time.

112.    Vacancies on the Parish Council - Cllr T. Wood (Chair) & Cllr M.Wood

    has resigned with immediate effect. Cllr D Stovin (Vice Chair) will act as

    chair until new chair can be found.

    Mr B Stone has shown an interest in becoming a councillor. Cooption form 

    has been giving to Mr B Stone to consider.

    Clerks position is available with effect from 30/11/24. Cllr M Steed (Mrs)

    to contact Jenny Cooper to investigate opportunities.

113.    Village green - dog fouling - Discuss. New sign to be placed at the

    entrance of the village green. Cllr M. Steed (Mr) to action.

114.    Correspondence from resident re: Bonfires on the village green

    Discussed and agreed by Cllrs that no bonfires should be lit on the

    village green. And perhaps a compost area should be set up for 

    grass cuttings. Cllr M Steed (Mr) should liaise with Mr Milligan.

    Letter to be sent by Cllr T Wood to Mr Milligan to advise him that

    no bonfires are required by the Parish Council.
