AGM Minutes

Conformation of Councillors allocated to the Parish Council - Chair happy to

continue. Clerk to stand down with effect from 30/11/24, and all other

councillors happy to remain in office.

Sign off previous AGM minutes from 2023 - Approved and signed off by chair.

End of year Chairmans Report 

First, I want to thank my colleagues on Aby Parish Council committee for their support and work they have undertaken in the interest of Aby Parish.  We have gained a new RFO Mrs P Parker and are very grateful for her work in organising the PC bank accounts and keeping them up to date. I need to say a big thank you to Mrs. M Steed for her hard work in maintaining all the links and paperwork involved in being our PC Clerk.

As a committee we have had successful meetings with sometimes even having members of the public joining us to bring forward village concerns.

Over the year we set the new precept, set up a neighbourhood watch scheme, and had the main focus of working with the village hall committee to set in motion plans to refurbish the village hall by adding disabled toilets, extend the kitchen and reconfigure the main toilets and storeroom. Architect plans have been drawn up and passed by the committee, surveys have been completed and we are now awaiting builders’ quotes before going for grants to cover the costs of refurbishment of the village hall. Although this may be an ongoing project, I would like to thank the committee for their work especially Mr M Steed for sorting the surveys and architect.

Once again, I am pleased to report a successful year for the Parish Council and look forward to what can be achieved in the future of Aby Parish Council.

End of year RFO Repor

We started the year on 1st April 2023 with a bank balance of £1290.60.

Total income for the year was £26119.16 made up of:

  • Precept 1800.00
  • Bank Interest £39.79
  • VAT recovered £3301.97
  • Rent £20.00
  • Grants £16500.00
  • Village Hall loans £3166.80

Total Expenditure for the year was £24942.68 consisting of:

  • Subscriptions (LALC) £154.42

  • Lease Fees to solicitor £1421.00
  • Election fees £48.50

  • Neighbourhood Watch £33.70

At the year-end 31st March 2024, the bank balance was £1176.48

The fixed asset valuation remains unchanged from the previous year at £125,521.00

As the income for the year exceeds £25,000 the accounts will need to be externally audited.

Closure of AGM

Public Meeting

New Street - Chair has contacted Peoples Choices regarding rules & regulations regarding 

where waste bins need to be kept.

Chair to arrange litter picking date and ask residents whether they need any help in tidying the 

frontage of their property. However it was mentioned that the road was now looking a lot tidier recently.

Aby Graveyard - This was discussed once again. It was agreed to investigate via LALC to see what our responsibilities are.  It was also suggested that a letter would be drafted to send out 

to residents, to ask if they would be happy to contribute towards the grass cutting for Aby graveyard.

Vulnerable Adult - 2nd letter sent to Social Service. Confirmation of receipt received.

103.    Eastern Green Link 3 & 4 consultation - Discussed and 3 councillors to 

        attend the consultation meeting in Alford and report back. 

104.    Grassroots email requesting more info. - UKSPF Grassroots scheme has 

    asked for more information. They have suggested we ask our beneficiaries to

    complete a survey to help with evidencing the engagement, perception and 

    cost outcomes.  Action: Cllrs to complete the surveys and encourage residence

    to complete the survey. Also Cllr T Bateman to circulate the link on the village

     hall Facebook page.
