1.  Background and why the meeting has been called.

The agreed funding committee (as minuted 20.09.23) was sent proposed floor plans

by our Architect, Lincs Design Consultancy (LDC).  LDC gave 2 options for floor plans.

Option 1 - Store Room, no change to location. Ladies toilets to be changed to Disabled

toilet. Larger kitchen etc.

Option 2 - Current Store Room to be changed to Disabled toilet. Current ladies toilets

to be charged to a Store Room. Larger kitchen etc.

As a major decision had to be agreed, it was brought to all Councillors to decide.

2.   Option 1 or 2 with reasoning starting with:-

Councillors all had a chance to discussed their own preferences. 

Kirk Thompson who represents Village Halls (YMCA) points of view, were also 

taken in to account.

3.  Vote on Option.

It was agreed that Option 2 would be taken forward.

4.  Area amendments.

Main Lobby - Floor may need to be raised to comply with disabled requirement. 

This will be checked with LDC.

Hall -  More electrical sockets required. This will be checked with LDC as not sure if 

the location of these need to be on the plan. Insulation, Heating, Flooring 

and lighting all on original Initial Requirement document given to LDC.

Unisex toilets - Happy with the proposed layout.

Disabled toilet - sink to be moved further away from the toilet, if regulations allow.

Baby changing facilities to be moved closer to the exit.

Kitchen - Change the door position to facing into the hall. Discussed possibilities of

having a hatch for serving teas etc. More electrical sockets required. The layout

maybe subject to change as a third party manufacturer could design. All

need to be checked with LDC.

Store - Possibility of changing the door to a sliding door which is lockable. 

This will create more space. LDC to be updated.

Outside area - The planting area to show paving slabs. LDC to amend plan.

As new PVC Doors have been added. LDC to check accessibility regulations.

5.  Survey

Asbestos - Quote £462 inc VAT.

Structural - Quote £780 inc VAT.

It was agreed to go ahead and book appointments.

Payment for the Architect and Surveys will be in the form of a loan to the 

Parish Council by the Village Hall. The loan will need to be repaid should the

grants be successful.

LDC (Architect) costs of £1,668 inc VAT was agreed at a Village Hall meeting

11/10/23.
